Article 1288
Special Requirements of Statement
(1)
The statement of claim will enclose a certified copy of the declaration of public utility, the original or a certified copy of the Gazette of Eritrean Law, such journals where the declaration has been publicized and a certified copy of the notification that was announced, signed on behalf of the competent expropriating authority.

Furthermore the statement of claim will enclose a certified copy of the written offer for voluntary acquisition to each owner or interested third party.
#(3)
The statement of claim with annexes and summons of appearance shall be served to the defendant by the expropriating authority.
